About ORCA House

ORCA House traces its roots to 1942 and is recognized as one of the oldest African American-founded substance use disorder treatment centers in the United States. Today, ORCA House is a fully renovated, Class 1 Residential Facility serving adults age 18 and older with serious mental illness or co-occurring mental health and substance use disorders. The facility offers two residential programs:
  • Mental Health Residential Treatment, a short-term program for adults who need additional support after psychiatric hospitalization or crisis stabilization, or who require a higher level of monitored residential care.
  • Roberto Flores Program, a long-term residential program for adults with co-occurring mental health and substance use disorders (SUD).

Eligibility

The Mental Health Residential Treatment program serves adults age 18 and older who:

  • Need step-down care following a psychiatric inpatient or crisis stabilization stay
  • Need step-up care and a higher level of support than outpatient treatment can provide
  • Would benefit from a structured residential environment focused on stabilization and recovery

Referrals

Referrals must be submitted by a qualified behavioral health professional and are reviewed by the ORCA House Manager. Download and complete Signature Health's Residential Admission Form.

Roberto Flores Program

Formerly located in Euclid as Roberto Flores Home, the Roberto Flores Program is now housed at ORCA House. Residents begin treatment with a structured Intensive Outpatient Program (IOP), with treatment intensity gradually decreasing as they progress in recovery. The program supports long-term recovery through employment readiness, housing planning, community integration, and relapse prevention.

  • Abstinence-based, trauma-informed approach to care
  • Typical length of stay: 9-12 months

Eligibility

The Roberto Flores Program serves adults age 18 and older who:

  • Have co-occurring mental health and substance use disorders
  • Would benefit from a long-term, structured residential treatment environment
  • Are committed to participating in an abstinence-based recovery program
  • Need support developing skills for sustained recovery and independent living

Referrals

Referrals must be submitted by a behavioral health professional through the ADAMHS Board of Cuyahoga County using the Coordinated Adult Residential Referral (CARR) application.

Following ADAMHS Board approval, Signature Health staff will schedule an interview to determine program eligibility and review treatment expectations.

Residents may continue working with their existing case manager and psychiatrist while participating in the program.

ORCA House services are made possible through funding support from Ohio Department of Behavioral Health American Rescue Plan Act (ARPA) funds and the Alcohol, Drug Addiction & Mental Health Services (ADAMHS) Board of Cuyahoga County.
